How it works

Three steps, no sales call.

  1. 01
    Describe the product

Plain English. Module part number if you have it, power spec, how you plan to sell in Japan. Takes two minutes.

  2. 02
    Get the Quick Check

Which rules likely apply and how strongly, the live MIC database result for your module, candidate PSE items, and whether you need a Domestic Administrator or customs ACP.

  3. 03
Order the brief, or just ask

A human-reviewed brief with indicative costs, timelines and who to call. Or send one or two questions by email. No retainer, no sales call.

What we cover

The rules that stop a hardware product at Japan's door.

Live database lookup
Radio Act (技適 / Giteki)

Wi-Fi, Bluetooth, LTE, Zigbee, Sub-GHz. We query the official MIC certification database for your module and explain what the final product still needs.

Round vs diamond
Electrical safety (PSE)

AC adapters, lithium-ion cells, lamps, appliances. Your product is matched against the PSE item list — round mark or diamond mark, and why.

New since Dec 2025
Domestic Administrator (国内管理人)

Since 25 Dec 2025, overseas sellers of PSE/PSC products need a representative in Japan. We tell you whether that is likely you, and what the options are.

Before you ship to FBA
Customs ACP (税関事務管理人)

Shipping stock to Amazon FBA in Japan means importing in your own name, which needs a Japan-resident customs representative before the first shipment.

Marketplace
Amazon.co.jp documents

The PSE certificate, mark photo, Giteki number and notifying-business details Amazon asks for, and how to get a suspended listing back up.

Scope check
Other rules, when they apply

PSC for a short list of products, the PMD Act for cosmetics and health claims, battery recycling, and where a licensed professional must take over.

About

Small, independent, and in Japan.

Torii Japan Compliance is an independent service run from Japan, built for hardware teams that are too small for a retained consultancy and too careful to guess. We read the Japanese source documents, query the official databases, and put a person in front of every brief before it is sent.

We say “likely” rather than “certainly” because that is what the law allows anyone but a registered body to say, and we tell you who to call when certainty is needed.

Overseas sellers now fall under Japan's four product-safety laws

Selling PSE/PSC products directly to Japanese consumers requires a METI notification and a Domestic Administrator in Japan. Names are published.

  • 2026-03
MIC Web-API responses fixed to UTF-8

The certification database API (v1.7.0) now returns UTF-8 only, which is what our live lookup uses. Search by type name, number or holder.

  • 2026-09
METI's English guideline for specified importers is available

An English-language guideline explains the notification, the delegation contract's five required clauses, and the administrator's duties.

Questions we get

Is this legal advice?
No. We summarise public Japanese sources in English for a specific product. Final applicability is confirmed with a registered certification body or the ministry, and we tell you which one.
Can you file documents with METI or customs for us?
Not at this stage. Notifications for Domestic Administrator and customs ACP are made by the appointed representative; we explain what is needed and introduce providers who take on the role in English.
Our module is already certified. Are we done?
Often not. A module certification covers a specific antenna and firmware configuration, and the final product still needs the mark. The brief walks through exactly this.
We only ship USB-C products with no adapter. Does PSE apply?
Frequently the main unit is outside the PSE list, but any bundled charger is not, and lithium-ion cells above a certain energy density are. The Quick Check flags both.
How is the brief produced?
Drafted with AI from the Japanese source documents and the live database lookup, then reviewed by a person in Japan before it is sent. Nothing goes out unreviewed.

Two minutes now saves a stuck shipment later.
